Hi! Although I'm not sure what you mean by a "DCNS locker", we have had
emacs19 in a locker for about a year and a half or so, right? Did we
ever publicize that in any release notes or anything? I guess that
maybe by this point we'd need to update it to what we'd be likely to
make available, but everyone (in IS) concerned should have had a
chance to at least look at it by now, right, and see how it might
impact their work? 

From the consulting tools side -- Bert was working on eolcr for
emacs19, and I believe he had a working version although I'm not sure
how stable or complete it is, or what else he plans to do with it.
He's been pretty swamped with school this year; any chance there would
be any group-formerly-known-as-dcns-dev resources to help out with
that? (I know -- ha ha ha...)
