Emacs19 only breaks about a million things in my .emacs file.  I'm sure
I'm not the only one.

Let us be aware that armed mobs with torches await us if it is phased in
too quickly.

I would suggest continuing to make it optionally available only, with
the addition of your step #3 -- the warning banner, with as specific as
possible a _when_ for this abomination.

Regarding changes to training, I still do not know _what_ in the Basic
Word Processing course would have to be changed to make Emacs 19
comprehensible.  Whether my students could be practice teaching the
changed course by _next_ ('97) summer or by _this_ summer ('96)
depends on if I can get some serious sit-down hours during early spring
(February) with someone who is extremely knowledgeable about the
differences between the two.

My "Serious Emacs" course, covering the .emacs file, one the fly macros,
and various other features will probably just get snuffcanned for the
forseeable future.

Yes, I am as happy about this change as you can imagine.
