Can you tell me how your system was installed?

It appears, with a single exception, to have exactly the same RPM's as
an Athena 9.0.24 system.

It is as if, instead of running the Athena install scripts, someone
carefully hand-installed all the relevant RPM's.  Hand-installing this,
is generally an incorrect thing to do because the install script does a
few tiny cleanups. For example, setting the correct version number in
/etc/athena/version so that the update script will know what the current
installed version is, and take proper action.

update_ws is not working for you for precisely that reason.

I don't know off the top of my head what other subtle thing are done by
the install script that may also be in the incorrect state, so until I
confer with others, I warn AGAINST hand setting a value into
/etc/athena/version.

Once I know how your system was installed, I may be able to suggest the
next steps you should take.
