I think that window is a helpful thing, and I don't think the users are
being stupid.  Frankly, in a well-integrated system they shouldn't have
to keep track "that application I quit before logging out, and that one,
but not that one, and certainly not that one."

In the minicourses, we do try to point out some of the apps that
definitely should be closed before logout, but then we get reports of
the opposite problem: users who shut down everything, including the
window manager, gnome, and their last xterm, and then of course cannot
log out.

Let's just keep in mind that Athena is NOT a well-integrated system,
(not when compared to the complete hand-holding users have grown up with
in Windows or MacOs) but is instead a flexible platform that most of our
users don't use as often as we do, and so can't don't and shouldn't have
to remember all of the jots and tittles thereof.
