4) Have mkserv ops and nfs work together. Presently quota is
required but doesn't exist (probably a decstation remnant).
I changed this last week. I must not have sent mail about it. (sorry)
On the sun the combination of nfs and ops should no longer require
quota. If the quota service is ever ported to the sun the dependency
may reappear, but that shouldn't be a problem.
