7.4G is ready for testing. Update is per usual as sent in past messages.
This is expected to be the last update in this release, barring
significant new problems.

An updated copy of the release notes can be found in
/mit/info/Release.dir/Release74.system.{tex,dvi,PS}. This is anticipated to
be the final version of these notes. (A version without changebars will be
made available as the release is handed off to ops.)
