Title:  Supervisory Librarian - Head, Japan Documentation Center,

BRIEF DESCRIPTION OF DUTIES:
Under the general direction of the Chief of the Asian Division, the
incumbent plans, coordinates, directs and evaluates the programs of
the Japan Documentation Center (JDC) in the Library of Congress,
which include the acquisition, bibliographic control, and servicing
of difficult to obtain Japanese public policy or "gray literature"
materials relating to current political, economic, social, and
national security developments in contemporary Japan.  Facilitates
the implementation of policies and procedures that will increase
the effectiveness of these programs, include the rapid distribution
of bibliographic and textual data relating to these materials to
the Congress and to academic and research institutions and
individuals concerned with contemporary Japan.  Works closely with
officers in other divisions and service units, including the
Congressional Research Service, Law Library, Constituent Services
and Cultural Services, and maintains effective liaison with the
Center for Global Partnership, the National Diet Library, and the
Library of Congress blanket order dealer in Tokyo.  Determines the
types of materials needed for the JDC and makes periodic field
trips to Japan to review and evaluate the acquisitions coverage
provided by the Library's Tokyo Office.  Plans and supervises the
operation of bibliographic control systems documenting materials
ordered and acquired.  Coordinates requirements for, and
applications of, information technology to the Center's
documentation, cataloging, and public access programs.  Provides
authoritative reference service to user constituencies in person,
by telephone and by correspondence on questions relating to current
developments in political, economic, social and national security
issues in Japan.  Plans, develops, and publicizes the Center's
collections and services to library and research communities.

MINIMUM QUALIFICATIONS:
Applicants must meet all of the requirements detailed below.

SPECIALIZED EXPERIENCE:
One year of professional experience which demonstrates:  (a)
administrative ability to plan, organize, coordinate and oversee
the acquisition and bibliographic control of, and public access to,
relevant materials; (b) full range of supervisory and management
skills, including the ability to train, direct, encourage, and
evaluate a staff of specialized professionals and technicians; (c)
expert knowledge of current political, economic, social, and
national security trends in contemporary Japan, its current book
trade and publishing trends, and associated bibliographic research
tools; (d) knowledge of collection development and ability to
provide bibliographic and reference services to the scholarly and
research community; (e) experience in the use or management of
automated online bibliographic systems, and microcomputer programs
and systems; (f) ability to maintain effective liaison with various
offices within the Library, and with various government, academic,
and other organizations both in the United States and Japan; (g)
ability to communicate in English skillfully and effectively both
orally and in writing.  This year of professional experience must
have been at the GS-14 level in the Federal service, or at a
comparable level of difficulty and responsibility outside the
Federal service.

EDUCATIONAL REQUIREMENTS:
Master's degree in Library Science.

FOREIGN LANGUAGE REQUIREMENT:
Proficiency in the Japanese language sufficient to converse
fluently, to read materials with ease, and to translate Japanese
materials from and into English with facility.

SUBSTITUTIONS:
A graduate degree in the social sciences with major emphasis in
Japanese studies may be substituted for the educational
requirement.  A bachelor's degree (or three years of general
experience) plus two additional years of specialized research or
library experience in Japanese studies may also be substituted for
the educational requirement.  There is no substitution for the
foreign language requirement, or for the one year of specialized
experience which must have been at the GS-14 level or its
equivalent.

QUALITY RANKING FACTORS:
Applicants must submit, with their SF-171, a supplemental statement
addressing each Quality Ranking Factor separately.  The
supplemental statement should be prepared on plain 8 1/2 x 11 inch
paper with responses not exceeding one page per Quality Ranking
Factor.  The purpose of this statement is to provide the
Qualifications Rating Panel with a description of your overall
experience, education and training, outside activities, awards, and
commendations related to each Quality Ranking Factor.  PLEASE SIGN
AND DATE THE LAST PAGE OF YOUR SUPPLEMENTAL STATEMENT.

1.  Ability to plan, manage, coordinate, allot resources, direct
and implement programs including collection development,
bibliographic control, reference, and data distribution in a large
research library environment.

2.  Knowledge of political, economic, social, and national security
trends in contemporary Japan, its book trade and publishing trends,
and associated bibliography and research tools.

3.  Ability to communicate and work effectively with various
offices within the Library and with key officials and members of
government agencies, and the academic and research institutions and
organization in both the United States and Japan.

4.  Skill in the use or management of automated online
bibliographic systems and microcomputer programs and systems.

REMARKS:
Sensitive position requiring appropriate security clearance.

If the selected applicant is hired at a salary equal to or more
that GS-15, step 7, $77,079 annually, the incumbent will be
required to file a financial disclosure statement with the House of
Representatives, U.S. Congress, in accordance with the provision of
Public Law 95-521, Ethics in Government Act of 1978.
