1 "(e) In addition, the Plan shall take into consideration
the present and planned activities of the Library of
Congress, as deemed appropriate by the Librarian of Congress.
4 '(f) The Council shall--
5 '(1) serve as lead entity responsible for
6 development of the Plan and interagency coordination of
7 the Program;
8 "(2) coordinate the high-performance computing
9 research and development activities of Federal agencies
10 and departments undertaken pursuant to the Plan and
11 report at least annually to the President, through the
12 Chairman of the Council, on any recommended changes in
13 agency or departmental roles that are needed to better
14 implement the Plan;
15 "(3) review, prior to the President's submission to
16 the Congress of the annual budget estimate, each agency
17 and departmental budget estimate in the context of the
18 Plan and make the results of that review available to
19 the appropriate elements of the Executive Office of the
20 President, particularly the Office of Management and
21 Budget; and
22 "(4) consult and ensure communication between
23 Federal agencies and research, educational, and industry
24 groups and State agencies conducting research and
25 development on and using high-performance computing.

1 "(g) The Director of the Office of Science and
2 Technology Policy shall establish an advisory committee on
3 high-performance computing and high-speed networking and
4 their applications, consisting of prominent representatives
5 from industry and academia who are specially qualified to
6 provide the Council with advice and information on uses of
7 high-performance computing and high-speed networking. The
8 advisory committee shall provide the Council with an
9 independent assessment of--
10 "(1) progress made in implementing the Plan;
11 "(2) the need to revise the Plan;
12 "(3) the balance between the components of the
13 Plan;
14 '(4) whether the research and development funded
15 under the Plan is helping to maintain United States
16 leadership in the application of computing technology;
17 "(5) ways to ensure government-industry cooperation
18 in implementing the Plan; and
19 "(6) other issues identified by the Director.
20 "(h)(l) Each Federal agency and department involved in
21 the Program shall, as part of its annual request for
22 appropriations to the Office of Management and Budget, submit
23 a report to that Office identifying each element of its
24 high-performance computing activities, which--
25 "(A) specifies whether each such element (i)
26 contributes primarily to the implementation of the Plan

1 or (ii) contributes primarily to the achievement of
2 other objectives but aids Plan implementation in
3 important ways; and
4 "(B) states the portion of its request for
5 appropriations that is allocated to each such element.
6 '(2) The Office of Management and Budget shall review
7 each such report in light of the goals, priorities, and
8 agency and departmental responsibilities set forth in the
9 Plan, and shall include, in the President's annual budget
10 estimate, a statement of the portion of each appropriate
11 agency or department's annual budget estimate that is
12 allocated to efforts to develop applications of
13 high-performance computing.
14 "SEC. 703. In this title, the following definitions
15 apply:
16 "(1) The term 'Grand Application' means an
17 application of high-performance computing and high-speed
18 networking that will provide large economic and social
19 benefits to a broad segment of the Nation's populace.
20 "(2) The term 'information infrastructure' means a
21 network of communications systems and computer systems
22 designed to exchange information among all citizens and
23 residents of the United States.".
24 SEC. 4. APPLICATIONS FOR EDUCATION.
25 (a) RESPONSIBILITIES OF NATIONAL SCIENCE FOUNDATION AND
26 OTHER AGENCIES.--In accordance with the Plan developed under

section 701 of the National Science and Technology Policy,
Organization, and Priorities Act of 1976 (42 U.S.C. 6601 et
seq.), as added by section 3 of this Act, the National
Science Foundation and other appropriate agencies shall
provide for the development of high-performance computing and
high-speed networking technology for use in education at all
levels. Such applications shall include but not be limited
to the following:
9 (1) Pilot projects that connect primary and
10 secondary schools to the Internet and the National
11 Research and Education Network to aid in development of
12 the software, hardware, and training material needed to
13 enable students and teachers to use networks to--
14 (A) communicate with their peers around the
15 country;
16 (B) communicate with educators and students in
17 colleges and universities;
18 (C) access databases of electronic
19 information; and
20 (D) access other computing resources.
21 (2) Development of computer software, computer
22 systems, and networks for teacher training.
23 (3) Development of advanced educational software.
24 (b) COOPERATION.--In carrying out this section, the
25 National Science Foundation shall work with the computer and
26 communications industry, authors and publishers of

1 educational materials, State education departments, local
2 school districts, and the Department of Education, as
3 appropriate.
4 (c) AUTHORIZATION OF APPROPRIATIONS.--There are
5 authorized to be appropriated to the National Science
6 Foundation for the purposes of this section, $20,000,000 for
7 fiscal year 1993, $40,000,000 for fiscal year 1994,
8 $60,000,000 for fiscal year 1995, $80,000,000 for fiscal year
9 1996, and $100,000,000 for fiscal year 1997.
10 SEC. 5. APPLICATIONS FOR MANUFACTURING
11 (a) ADVANCED MANUFACTURING SYSTEMS AND NETWORKING
12 PROJECTS.--In accordance with the Plan developed under
13 section 701 of the National Science and Technology Policy,
14 Organization, and Priorities Act of 1976 (42 U.S.C. 6601 et
15 seq.), as added by section 3 of this Act, the National
16 Institute of Standards and Technology (hereafter in this
17 section referred to as the "Institute") shall establish an
18 Advanced Manufacturing Systems and Networking Project
19 (hereafter in this section referred to as the 'Project").
20 The purpose of the Project is to create a collaborative
21 multiyear technology development program involving the
22 Institute, United States industry, and, as appropriate, the
23 Defense Advanced Research Projects Agency, the National
24 Science Foundation, other Federal agencies, and the States in
25 order to develop, refine, test, and transfer advanced

computer-integrated electronically-networked manufacturing
technologies and associated applications.
3 (b) ELEMENTS OF PROJECT.--The Project shall include but
4 not be limited to--
5 (1) an advanced manufacturing research and
6 development activity at the Institute;
7 (2) one or more technology development testbeds
8 within the United States, selected through the Advanced
9 Technology Program established under section 28 of the
10 National Institute of Standards and Technology Act (15
11 U.S.C. 278n) whose purpose shall be to develop, refine,
12 test, and transfer advanced manufacturing and networking
13 technologies and associated applications; and
14 (3) one or more information dissemination contracts
15 selected through section 25(d) and (e) of the National
16 Institute of Standards and Technology Act (15 U.S.C.
17 278k(d) and (e)) for the purpose of providing
18 information and technical assistance regarding advanced
19 manufacturing and networking technologies to small- and
20 medium-sized manufacturers.
21 (c) ACTIVITIES.--The Project shall, under the
22 coordination of the Director of the Institute, include--
23 (1) testing and, as appropriate, developing the
24 equipment, computer software, and systems integration
25 necessary for the successful operation within the United
