A BILL
To expand Federal efforts to develop technologies for
applications of high-performance computing and
high-speed networking, to provide for a coordinated
Federal program to accelerate development and deployment
of an advanced information infrastructure, and for other
purposes.
Be it enacted by the Senate and House of Representatives
of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the "Information Infrastructure
and Technology Act of 1992".
SEC. 2. FINDINGS AND PURPOSE.
(a) FINDINGS.--The Congress finds the following:
(1) High-performance computing and high-speed
networks have proven to be powerful tools for improving
America's national security, industrial competitiveness,
and research capabilities.
(2) Federal programs, like the High-Performance
Computing Program established by Congress in 1991, have

1 played a key role in maintaining United States
2 leadership in high-performance computing, especially in
3 the defense and research sectors.
4 (3) High-performance computing and high-speed
5 networking have the potential to revolutionize many
6 fields, including education, libraries, health care, and
7 manufacturing, if adequate resources are invested in
8 developing the technology needed to do so.
9 (4) The Federal Government should ensure that the
10 technology developed under research and development
11 programs like the High-Performance Computing Program can
12 be widely applied for the benefit of all Americans.
13 (5) A coordinated, interagency program is needed to
14 identify and promote development of applications of
15 high-performance computing and high-speed networking
16 which will provide large economic and social benefits to
17 the Nation. These so-called "Grand Applications" should
18 include tools for teaching, digital libraries of
19 electronic information, computer systems to improve the
20 delivery of health care, and computer and networking
21 technology to promote United States competitiveness.
22 (6) The Office of Science and Technology Policy is
23 the appropriate office to coordinate such a program.
24 (b) PURPOSE.--It is the purpose of this Act to help
25 ensure the widest possible application of high-performance

1 computing and high-speed networking. This requires that the
2 United States Government--
3 (1) expand Federal support for research and
4 development on applications of high-performance
5 computing and high-speed networks for--
6 (A) improving education at all levels, from
7 preschool to adult education, by developing new
8 educational technology;
9 (B) building digital libraries of electronic
10 information accessible over computer networks like
11 the National Research and Education Network;
12 (C) improving the provision of health care by
13 furnishing health care providers and their patients
14 with better, more accurate, and more timely
15 information; and
16 (D) increasing the productivity of the
17 Nation's workers, especially in the manufacturing
18 sector; and
19 (2) improve coordination of Federal efforts to
20 deploy these technologies in cooperation with the
21 private sector as part of an advanced, national
22 information infrastructure.
23 SEC. 3. INFORMATION INFRASTRUCTURE DEVELOPMENT PROGRAM
24 The National Science and Technology Policy,
25 Organization, and Priorities Act of 1976 (42 U.S.C. 6601 et

1 seq.) is amended by adding at the end the following new
2 title:
3 "TITLE VII--INFORMATION INFRASTRUCTURE DEVELOPMENT PROGRAM
4 "SEC. 701. The Director of the Office of Science and
5 Technology Policy, through the Federal Coordinating Council
6 for Science, Engineering, and Technology (hereafter in this
7 title referred to as the 'Council'), shall, in accordance
8 with this title--
9 "(1) establish an Information Infrastructure
10 Development Program (hereafter in this title referred to
11 as the 'Program") that shall provide for a coordinated
12 interagency effort to develop technologies needed to
13 apply high-performance computing and high-speed
14 networking in education, libraries, health care,
15 manufacturing, and other appropriate fields; and
16 "(2) develop an Information Infrastructure
17 Development Plan (hereafter in this title referred to as
18 the 'Plan') describing the goals and proposed activities
19 of the Program.
20 "SEC. 702.(a) The Plan shall contain recommendations for
21 a five-year national effort and shall be submitted to the
22 Congress within one year after the date of enactment of this
23 title. The Plan shall be resubmitted upon revision at least
24 once every two years thereafter.
25 "(b) The Plan shall--

1 "(1) establish the goals and priorities for the
2 Program for the fiscal year in which the Plan (or
3 revised Plan) is submitted and the succeeding four
4 fiscal years;
5 "(2) set forth the role of each Federal agency and
6 department in implementing the Plan;
7 (3) describe the levels of Federal funding for
8 each agency and department, and specific activities,
9 required to achieve the goals and priorities established
10 under paragraph (1); and
11 "(4) assign particular agencies primary
12 responsibility for developing particular Grand
13 Applications of high-performance computing and
14 high-speed networks.
15 "(c) Accompanying the Plan shall be--
16 "(1) a summary of the achievements of Federal
17 efforts during the preceding fiscal year to develop
18 technologies needed for deployment of an advanced
19 information infrastructure;
20 "(2) an evaluation of the progress made toward
21 achieving the goals and objectives of the Plan;
22 "(3) a summary of problems encountered in
23 implementing the Plan; and
24 "(4) any recommendations regarding additional
25 action or legislation which may be required to assist in
26 achieving the purposes of this title.

1 "(d) The Plan shall address, where appropriate, the
2 relevant programs and activities of the following Federal
3 agencies and departments:
4 "(1) The National Science Foundation.
5 '(2) The Department of Commerce, particularly the
6 National Institute of Standards and Technology, the
7 National Oceanic and Atmospheric Administration, and the
8 National Telecommunications and Information
9 Administration.
10 "(3) The National Aeronautics and Space
11 Administration.
12 "(4) The Department of Defense, particularly the
13 Defense Advanced Research Projects Agency.
14 "(5) The Department of Energy.
15 "(6) The Department of Health and Human Services,
16 particularly the National Institutes of Health and the
17 National Library of Medicine.
18 "(7) The Department of the Interior, particularly
19 the United States Geological Survey.
20 "(8) The Department of Education.
21 "(9) The Department of Agriculture, particularly
22 the National Agricultural Library.
23 "(10) Such other agencies and departments as the
24 President or the Chairman of the Council considers
25 appropriate.
