BRIEF DESCRIPTION OF DUTIES:
Working under the supervision of the Division Chief, and
following broad guidelines established by the Decimal Classification
Editorial Policy Committee and OCLC Forest Press, the Editor, Dewey
Decimal Classification, is the Decimal Classification Division's
principal technical authority with regard to developing, revising,
and preparing for publication the Dewey Decimal Classification, which
is published in unabridged, abridged, and various special forms as
well as in supplements; and in applying the Classification to books,
serials, and other library materials. The incumbent also serves as
the principal guide to overseeing the Classification's advancement
and growth in the electronic environment. Serves as leader of the
five-person Editorial Team, employing team management principles in
accomplishing editorial work. Promotes understanding of the
structure and application of the Classification by preparing reports
and articles and by developing and presenting workshops worldwide.
The incumbent develops methodology for securing data on the state of
current knowledge in all subjects and how this knowledge is reflected
in materials being published; and promotes innovative solutions in
adapting the Classification to the growth of knowledge.
MINIMUM QUALIFICATIONS:
Applicants must meet all of the requirements below.
EXPERIENCE:
One year of specialized experience which has demonstrated expert
knowledge of the theory, structure, and use of the Dewey Decimal
Classification. For this position at the GS-14 level, the
specialized experience must have been at the GS-13 level in the
Federal service or at a comparable level if outside the Federal
service. For this position at the GS-15 level, the specialized
experience must have been at the GS-14 level or at a comparable level
if outside the Federal service. One year of experience in a
technical processing position that demonstrates substantial
knowledge of automated techniques. Demonstrable writing and oral
communication skills. Ability to work well with people at all
levels and to assume a position of leadership in the worldwide
community of Dewey Decimal Classification users.
EDUCATIONAL REQUIREMENTS:
Master's degree in library science.
SUBSTITUTIONS: A bachelor's degree (or three years of general
library experience) plus two years of specialized experience as
stated above may be substituted for the educational requirement.
For the GS-15 level there is no substitution for the one year of
required specialized experience at the GS-14 level in the
Federal service or at a comparable level of service outside the
Federal service. For the GS-14 level there is no substitution
for the one year of required specialized experience at the GS-13
level in the Federal service or at a comparable level of
difficulty outside the Federal service.
LANGUAGE REQUIREMENTS:
Reading knowledge of two modern Western European languages.
QUALITY RANKING FACTORS:
Applicants must submit, with their SF-171, a supplemental
statement addressing each Quality Ranking Factor separately. The
supplemental statement should be prepared on plain 8 1/2 x 11 inch
paper with responses not exceeding one page per Quality Ranking
Factor. The purpose of this statement is to provide the
Qualifications Rating Panel with a description of your overall
experience, education and training, outside activities, awards, and
commendations related to each Quality Ranking Factor. PLEASE SIGN
AND DATE THE LAST PAGE OF YOUR SUPPLEMENTAL STATEMENT.
1. Knowledge of the theory, structure, and use of the Dewey Decimal
Classification.
2. Knowledge of automation in technical processing, particularly
its relation to classification and subject cataloging.
3. Breadth of knowledge in all subject fields covered by a general
library classification system.
4. Ability to establish and maintain effective communication and
relationships with key individuals and groups (inside and
outside the organization) and with other libraries, nationally
and internationally.
5. Ability to facilitate and enable the effective use of human,
fiscal, and material resources, assuring maximum distribution of
authority, responsibility, and accountability; to ensure that
people are dealt with fairly and equitably, that initiatives and
procedures pertaining to Equal Employment Opportunity are
