I've been following this discussion and agree with Polly's recent remarks.
There is one set of patrons who are going to be very interested in having
access to electronic networks. They are the "independent scholars" This
is a very underserved group. If they are lucky enough to live in a
town with an academic library often they can wheedle access to the network.
But if they are unconnected to a college, they are often forced into some very
expensive solutions. Ideally, public libraries should be able to tap into the
network to satisfy these patron's needs. I think this should be part of
the planning for the new national "infrastructure" which politicians are
beginning to discuss.
