There is a database of speech samples available on CD-ROM, produced by NIST
and consists of some 12,000 files of about 25 sentences in English pronounced
by people with typical accents from various parts of the U.S. It is produced
by the National Institute for Standards and Technology. Contact person is

Texas Instrimunts in Richardson of Dallas Texas  conducted a speech
experiment last January, and may have some digitized.
