I disagree with this distinction.  I think librarians provide both technical
and intellectual access.  Intellectual insofar as we recommend sources based
on our knowledge, and technical when we teach others how to utilize these
sources.  Yes, we need to cooperate with computer center people, but access
to *information* is our business, not theirs.
