DIRECTOR OF FINANCE, BUSINESS, AND BUDGETS
Vacancy Announcement
Between the mountains of the Blue Ridge and the shores of the Outer
Banks lies North Carolina's Research Triangle of Raleigh, Durham, and
Chapel Hill. One of the nation's premier concentrations of academic,
corporate, and public research, the area combines moderate year-round
temperatures, rolling hills, championship college athletics, and a rich
diversity of cultural events. While the Triangle consistently leads the
lists of desirable American communities, the North Carolina State
University Libraries has been recognized as the first recipient of the
Association of College and Research Libraries’ Excellence in Academic
Libraries Award for its teamwork, innovation, and continuous interaction
with students and faculty to further the educational mission of NC State
University. In the past seven years, the NCSU Libraries has made an
unprecedented rise through the ranks of the Association of Research
Libraries to its current position of 35th among the 112 member
libraries.
Responsibilities
Working closely with the Director of Libraries and under the direction
of the Associate Director for Administration and Advancement, provides
business, fiscal, and budget management for the Libraries, an
organization with an annual budget of approximately $20 million. Manages
a staff of eight. Directs all library accounting operations, including
internal control, monitoring and reporting of state appropriated,
overhead receipt, and foundation accounts. Directs the continued
implementation of the automated PeopleSoft accounting systems.
Researches, analyzes and adjusts policies and procedures for the budget
process. Analyzes budget proposals, determines feasibility, prepares
financial forecasts, recommends reallocations, and assures compliance
with library, university and state rules and regulations. Provides
technical analysis and advice in developing reports to aid the Libraries
in planning decisions, and prepares annual lapsed salary projections and
quarterly lapsed salary reports. Supervises a professional accountant
and three support staff. Supervises Photocopy Services, a sales and
service center for the Libraries, with a staff of four full-time
personnel, and maintains cost accounting standards in setting charges
for university and non-university customers. Manages communication with
internal and external vendors. Participates in library-wide planning
activities, and serves as a member of the Libraries’ Management Council.
Qualifications
Required: Bachelor’s or master’s degree in accounting or finance, or
college degree and CPA. Minimum of four years’ successful business and
finance management experience in higher education. Experience with and
knowledge of the PeopleSoft financials package. Ability to communicate
clearly, knowledgeably, and personably, both orally and in writing, with
clients and colleagues. Excellent analytical and organizational skills,
excellent interpersonal and managerial abilities, demonstrated capacity
for leadership, initiative, and teamwork. Record of professional
development and continued growth in areas of business and finance.
Preferred: Experience with and knowledge of PeopleSoft financials
package at NC State University.

The library system consists of a central library and branch libraries
for design, natural resources, textiles, and veterinary medicine. With a
staff of 309 FTE, the Libraries has over 2.9 million volumes, acquires
more than 37,000 print and electronic serials, and has a total annual
budget of approximately $20 million, with approximately $8 million
allocated to collections. The Libraries ranks first among Association of
Research Libraries members in spending for electronic materials as a
percentage of materials expenditures and second only to Harvard in total
expenditures for electronic materials. The NCSU Libraries is the lead
server site for NC LIVE (North Carolina LIbraries for Virtual
Education), a multi-type library initiative, making digital resources
accessible to the citizens of North Carolina.
The NCSU Libraries is a founding member of SOLINET and a member of the
Association of Research Libraries, the Digital Library Federation, and
the Center for Research Libraries. Duke University, the University of
North Carolina at Chapel Hill, North Carolina Central University and NC
State form the Triangle Research Libraries Network (TRLN), with combined
resources of more than 13 million volumes, and collections budgets
totaling more than $29 million.
Salary and Benefits
The Libraries offers a competitive salary commensurate with experience.
Librarians have academic status without tenure or rank. Benefits
include: 26 days vacation, 12 days sick leave; health insurance
(comprehensive major medical or HMO); and state, TIAA/CREF or other
retirement options. Additional and optional dental, life, disability,
deferred compensation, and legal plans are available. Tuition waiver
program for all campuses of The University of North Carolina is
available. Relocation allowance.
