BRIEF DESCRIPTION OF DUTIES:
The incumbent will serve on a team comprised of other catalogers and
technicians responsible for cataloging material in the fields of
Romance history and literature with supervision will be provided by a
GS-13 Team Leader.
The incumbent will be responsible for performing descriptive and/or
subject cataloging with an emphasis on subject cataloging for
monographic and serial materials the majority of which will be in
French, Italian, modern Greek, and Romanian. The GS-9 cataloger works
under close supervision to learn and apply a complex body of rules,
guidelines, and procedural instructions. The GS-11 cataloger is
expected to have a thorough knowledge of cataloging principles and
procedures to perform duties with a considerable degree of
independence. The GS-12 cataloger is expected to perform routine
assignments independently, resolve problems, train other catalogers,
and review and revise the work of others.
MINIMUM QUALIFICATIONS:
Applicants must meet all of the requirements detailed below.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of Library of Congress cataloging principles (including
descriptive and/or subject cataloging with the emphasis on subject
cataloging) in the areas of Romance history and literature. Ability
to communicate in English. Ability to search, organize, and record
bibliographic data with accuracy and attention to detail.
SPECIALIZED EXPERIENCE:
For the GS-9 level, there is no specialized experience required,
provided the education requirement is met. For the GS-11 level, in
addition to meeting the education requirement, one year of
specialized experience performing descriptive and/or subject
cataloging with an emphasis on subject cataloging) in a research
library is required. This experience must have been at the GS-9
level in the Federal service or at a comparable level of difficulty
outside the Federal service. For the GS-12 level, in addition to
meeting the education requirement, two years or more of specialized
experience performing descriptive and/or subject cataloging (with an
emphasis on subject cataloging) in a research library is required.
This experience must have been at the GS-11 level in the Federal
service or at a comparable level of difficulty outside the Federal
service.
FOREIGN LANGUAGE REQUIREMENT: Reading knowledge is required of
French or Italian or modern Greek or Romanian and one other modern
Western European language sufficient to conduct biographical and
bibliographical research and to identify and analyze concepts in
library materials.
EDUCATIONAL REQUIREMENTS:
Graduate degree in library science.
SUBSTITUTIONS:
A bachelor's degree (or three years of general library experience)
plus two years of specialized experience which demonstrates the
knowledge, skills, and abilities described above may be substituted
for the educational requirement. One year of this experience must
have been at the GS-7 level in the Federal service or at a comparable
level of difficulty outside the Federal service. There is no
substitution for the year of specialized experience required for the
GS-11 level or the year of specialized experience required for the GS-
12 level.
QUALITY RANKING FACTORS:
Applicants who meet the minimum qualifications requirements will be
evaluated on the basis of the Quality Ranking Factors. Applicants are
encouraged to submit with their SF-171 a supplemental statement
addressing each Quality Ranking Factor separately. The supplemental
statement should be prepared on plain 8 1/2 x 11 inch paper and should
briefly describe how the applicant's experience, education, training,
self-development, outside activities, awards, and commendations relate
to each Quality Ranking Factor.
1. Knowledge of LC cataloging procedures (including descriptive and/or
subject cataloging with an emphasis on subject cataloging). (30%)
2. Reading knowledge of French or Italian or modern Greek or Romanian
and one other modern Western European language. (30%)
3. Knowledge of one of the following fields: 1) Romance history OR
2) Romance languages and literature. (25%)
4. Ability to work as part of a team and to adapt to changing and/or
ambiguous circumstances in the work environment. (15%)
NOTE: To receive credit for courses that pertain to any of the Quality
Ranking Factors list all course work taken, number of credit hours (or
classroom hours) and level of study. In order to receive credit for
experience in Quality Ranking Factors applicants must state explicitly
the specific duties performed. The documentation should also indicate
the level of training and experience and the dates of the experience.
