Significance of (older) free e-journals: an informal survey

The following message was sent to Web4Lib during PACS-L's
vacation. I'm hoping there are PACS-Lers who aren't on Web4Lib
and might be willing to respond...
For my next book (and possibly for an article before that), I'm
looking at the track record of "true electronic journals''--that
is, free Internet-available publications that describe themselves
as journals containing peer-reviewed articles. Specifically, I'm
looking at journals included in the 1995 ARL directory of
electronic journals, newsletters, etc..
If you--or someone at your institution--is in a position to gauge
the significance of journals within their field, you (they) could
help out by responding to a questionnaire, basically rating
journals in terms of their significance within their field (on a
scale of 1 to 10). Because it's a fairly long list (several dozen
titles) and probably irrelevant to 90% of Web4Lib subscribers,
I've posted the questionnaire on my own Web site:

So far, this request has only been posted on Web4Lib. If you know
of another list that would be appropriate, please feel free to
forward this message, or send me a note suggesting the list (if
it's open for outside posting).

A couple of additions and clarifications, based on what's
happened so far:
1. Yes, I'll be looking at Journal Citation Reports as well.
2. Please don't send me your theses on what e-journals I really
should be considering, why my list is too old, etc.
I know full well that there are significant e-journals
that began after 1995, but this particular informal study
specifically targets the older e-journals.
3. I expect partial responses. If you know enough to comment
on the whole set, great (you'd be the first). If you know
enough to comment knowledgeably on only one, also great.
4. The survey includes a deadline of March 31, 2000. For
PACS-L respondents, the new deadline is April 30, 2000.
