We arent in the public sector but we do install networked copiers in to
many educational and government facilities.

I think the main reason for moving to digitally linked copiers is
convenience and increased workflow.

By having a copier linked you are able to Print directly from your PC or
Macintosh system and also have all of the facilities the copier has as a walk
up device i.e., duplexing, stapling, sorting; all at an instant. So although
your desktop printers are faster, you may get a faster throughput by sending
work directly to the copier.

There are alot of faster copiers available. Xerox have a DC265 (65cpm)
and people like Ricoh also have 65 cpm machines which nowadays can be set to
work in tandem with each other giving you 130 cpm. (This is 2 Ricoh's, not
Ricoh and Xerox!).

I think the main consideration is not technical, but cultural. People
dont like change.  they dont like the printer that was next to them being taken
away and a copier put in the corner of the room is used for everyone to print.
That has been our main problem. Users like to have their own machine; they like
to walk up to the copier and have a chat with colleagues. These issues you
cannot get away from.
