Some basic solutions cheaper than software:
To keep people from changing the configuration of the Netscape setup, make
netscape.ini read-only. This locks everything from font default size to port
settings.
Also, setting bookmark.htm to read-only prevents anyone from saving
"unauthorized" bookmarks. Actually if someone selects "Add bookmark" the
program will hold the site as a bookmark for the current session, but it
will be gone after the program is closed and reopened.
We tried moving our official bookmark file to a network drive to which the
library users didn't have write privileges (so that we could update it more
easily), but the result was weird -- we could no longer access "org" urls.
So we're back to read-only bookmark files on each hard drive.
