CD-ROM Problem

Pacs-l-ers:

I am having trouble loading the National Trade Data Bank for Windows onto
a Gateway 2000 486 running Windows for Workgroups 3.11.

During installation I am prompted to update my Win386s, which I do.  The
CD runs fine.  However, whenever we exit Windows, the computer forgets the
upgrade, which must be re-installed the next time NTDB is needed again.

How can I convince my computer to remember the upgrade?
