I think its the software's way of saying to upgrade to Windows 3.11.
First of all the software you're using maybe for a 32 bit computer.
Windows 3.1 while running on a 32 bit computer may not be able to
make all of the connections to allow the software to run properly.
ODBC could also mean the software is for Windows 95. There are alot of
the programs only set for Win95.
If the program is like Vscan from McAfee - check the system
requirements most of the latest updates require at least 8 mg of
RAM to function.
Microsoft has a knowledge base on the Microsoft homepage too.

I know this isn't what you wanted to hear about. Might want to examine
the box for the software.
