Yes 2.7.1 is HTML 3.2 compatible; we've got it loaded on our servers.

The wierdest 'bad html' errors in Lynx generally come from spaces inserted in
files where HTML doesn't specify it, and from missing quotation marks.
Sometimes, running your page through an old validator will show these up.
