Over the past few years I've asked a few times for solutions to cost
recovery for printing at our public workstations.  Finally a solution
that works for us.
ITC Systems has client/server print queue manager software that will
allow me to queue print jobs from multiple workstations to multiple
print queues, each with different charges.  It works with our current
magnetic strip copy cards and will work with ATT student R-cards.
Patrons go to a dedicated print server (Novell or Windows NT) and choose
their print job, insert copy card and print.
