This work, dealing with Ghana's telecommunications sector, may be of
interest to some.

I have recently finish my thesis entitled 'The Political Economy of State
Enterprise Reform: The Case of Ghana Telecom' which may be of interest to
some subscribers. The thesis deals with the politics of state enterprise
reform in Ghana, especially privatisation, the telecommunication sector
being the case study. Below is given the structure of the thesis:
Chapter 1: Introduction (54k)
Contains the main research question and outlines the methodology and
theoretical framework
Chapter 2: Defining and Measuring the Problems of State Owned Enterprises (48k)
Defines the meaning and the problems of state owned enterprises (SOEs),
largely in economic terms and argues that SOE reform is a necessity in
Ghana.
Chapter 3: The rise of SOEs in Ghana: Empirical and Theoretical Background (60k)
Discusses the concept of 'market failure' and the then dominant paradigm in
'development economics'. This is combined with an historical analysis of
SOEs in Ghana and how domestic politics altered both the purpose and
performance of the SOEs.
Chapter 4: The Political Economy of Reform (45k)
Contains an analysis of the overall Economic Recovery Programme that Ghana
has implemented since 1983 with special focus on the (P)NDC constituencies
and relationship to the private sector.
Chapter 5: Public vs. Private Ownership: Theoretical Consideration (65k)
Includes an analysis of the role ownership in both competitive and monopoly
markets with special emphasis on state regulation in the telecom sector.
Chapter 6: The SOEs Reform Programme: Objectives, Obstacles and Results (57k)
Examines the SOE reform programme, especially the Performance Contract
system and the privatisation programme.
Chapter 7: Assessing the Past Reforms of Ghana Telecom (87k)
Analyses why previous attempts to improve Ghana Telecom (notably the
performance contract system) have failed to improve performance
substantially and argues the government interventions and lack of
competition are major factors contributing to the poor performance.
Chapter 8: The Privatisation of Ghana Telecom and the Liberalisation of the
Market (75k)
Outlines the main features of the future Ghanaian telecom market of which
the privatisation of Ghana Telecom is a main component. The chapter
discusses the prospects of the market and why the government has initiated
these reform.
Chapter 9: Summary, Conclusion and Further Perspectives (57k)
Concludes the thesis and offers some lessons and prospects of privatisation.
Each chapter contains a 'Summary and Conclusion' and can be read
independently. The thesis is written in Microsoft Word 5.1 for Mac but can,
of course, be read by Word 6 and higher for both Mac and Windows. Send me
