I also think that Library of Congress subject headings is not the way
to go.  It simply is not hierarchical enough nor close enough to the
words people naturally think of.  I would suggest that instead of
looking at subject headings, you look at classification schemes.  The
LC classification scheme might work, but you may not need anything that
complicated.  Take a look at the Dewey Decimal Scheme and consider
modifying that.  It is much more hierarchical (am I spelling this right?)
and patrons seem to be able to browse fairly well in it.
