Caroline,
I'm proud to say that yes, library associations for one are working on
this. I am a little familiar with the efforts of the American Library
Association and the Texas Library Association. Support for such issues
surfaces in many different areas. Only a few examples:
The Library Services and Construction Act, which provides major federal
funding for public libraries and some for other types of libraries as
well, comes up for sunset this fall. ALA proposed a new version of LSCA,
the Library Services and Technology Act, to replace LSCA. LSTA would
emphasize funding for technology, which would include financial help in
providing access to the Internet, for public libraries. ALA has also
lobbied for including language in the Telecomm Act to provide discounted
rates to libraries and schools.
In Texas, TLA has worked closely with legislators and members of the
telecomm community for several years in efforts to realistically include
libraries and educational institutions in telecomm legislation and
funding, and the overall result so far has been successful and encouraging.
Both organizations also support specific programs and projects which work
towards these goals. If you're interested, you can visit ALA's web pages

Finally, let me make a plug and a plea for the importance of keeping on
top of your legislators at all levels to support these issues! The
importance of doing so can't be overemphasized!
