how fund libraries and schools for PC education?

hi
since only libraries and public schools can provide an education on
PCs and the Internet to the children of parents who can't provide a PC at
home, it's time to see what is or can be done to have local, county, state
or Federal government come up with the case to fund these institutions for
this opportunity to educate children for their economic future. are there
organizations now working to pry this funding loose?
