Is there any consensus about what format is most appropriate to use
for bibliographic references intended to be used not in an online
library catalog, but on a document server approachable by e-mail,
FTP and FTAM?

Somebody asked me that question recently and I gave MY opinion, but
it occurred to me subscribers to PAC-L would probably have better
advice than I could give (or at least MORE advice).
