It's Apple's name for the people that buy into Newton development early. 
They get a free T-shirt and Apple's undying thanks.

It's an AppleLink message, Apple-speak for e-mail.  Apple's developer tech
support (DTS) people have evolved a lot of in-jokes and in-house jargon
over the years, so if you see references to the dogcow (the thing in the
Page Setup dialog, which goes 'moof'!), or Blue Meanies, just go with it. 
I enjoy the humor, but I agree with you that they should be more careful to
explain themselves better in a general mailing.

I haven't found a channel yet for Newton development support.  The best bet
so far is to call 800-SOS-APPL -- those guys at least have and use Newtons,
and (at least one I've talked to) is doing some development, using the NTK.
 I agree -- it's pretty wimpy for Apple not to have a Newton development
program in place.  It's pretty clear that the MacWorld release was a 'hack'
and that the North American release on September 11th will be when Apple
has it's act together.  Until then, there doesn't seem to be anything
solid, aside from the NTK itself.

Let's hope shareware/PD authors start posting source code to their goodies.
 Executable-only postings are annoying... I plan on posting source to
everything I build that's PD.  The whole point of object oriented design is
the ability to reuse existing objects...

Absolutely beautiful hardware, though.
