This one's a hoax,  unfortunately.  See for instance

What isn't a joke: the USDA has been debating the proper size of 
holes in Swiss cheese.  This was a 15 page regulation that would 
require the average holes to be reduced to nine-sixteenths of an 
inch or something.
I read about this a couple months ago, but don't have a reference 
unfortunately.
