I believe the reason xlogin is on the root (and the X server is copied to
/etc also) is so that xlogin can run when the machine is deactivated and
the /srvd is detached. Some years back there was "toehold" as the Athena
screen blanker. It was considered an improvement at the time to get rid of
toehold and run X on the workstation all the time, off the local disk, so
that you didn't have the time penalty for X to start up when you want to
log in. I notice with Linux the X server gets restarted anyway after a
logout.
On the other hand, I don't think anybody's login needs to be in /bin.
You don't log into a machine when it has no /srvd attached.
