Actually, I think this is a good idea more for scaling reasons than
for performance reasons.  Running named locally will prevent
Linux-Athena machines from putting undue load on the name servers.  (I
don't know if this is actually a factor that we'd ever have to worry
about it, but it's better to deal with it now than find out later.)

As long as I'm here: I'd like to eliminate the /bin/athena and
/etc/athena links to /usr/athena.  I don't know the full history
behind these, but I think it's better to eliminate them now before we
have a backward-compatibility problem with users who don't know enough
to deal on their own.

This is mostly a matter of breaking the links on quiche, rebuilding
and reinstalling the Linux-Athena packages, and fixing anything tthat
breaks.

If someone thinks this is a bad idea, please explain; otherwise, I'll
get around to reorganizing things sometime (possibly after we're
farther along the conversion path to /afs/sipb/project/sipb-athena).
