xlogin changes

Ok, I think I have xlogin working, and have RCS checked in all the
source files. I'm working remotely, so I haven't installed and tested
it on keesh yet. Once I do that, I'll make a new xlogin package.
I made some very small changes, including putting all the access()
checks back the way they originally were. There was a reason I had
reversed them (I misunderstood what some blocks of code were doing),
so it wasn't a good reason.
The major change is this, at the top of the "Xlogin" (app-defaults) file:

! xlogin checks for this file to make sure that the syspacks are still
! available.
! If you do not have syspacks, make sure this is set to a file that
! exists on your system.
! Even if you don't run reactivate, you still must set this to a file
! that exists on your system.
! If this file does not exist, you will not be able to log in.

*srvdcheck: /dev/null
This is still something of a hack. The best solution would be to have
a way to tell xlogin "I don't have syspacks. Don't bother checking
for them." However, this hack will do for now.
