The main reason is that AFS is not viable for accessing binaries.

vaxbin will be around for a while to come.  Vaxen won't be desupported
for a while.  A lot of lockers still have rtbin directories.

Third-party software is usually not available for Linux.  COFF and ELF
support may change this, but not just now.

At some point, we'd like to have an NFS server set up to serve Linux
binaries and other Linux-related things, but we don't have the
resources for it yet.
