Oh, permissions problems would certainly do it.

I'd phrase it as

A beta version of SIPB's installer for IS Linux-Athena 8.4 (based on
Red Hat 6.2) is now available.  For install instructions, please read
/afs/sipb/project/doc/ilinux/linux-net-install/rh-net-install.dvi.
