Yes.

There are also comps-ath-{basics-local,srvd}, but we probably should
make all three Athena components lists say the same thing wrt
non-Athena packages.

No. The format is
[01] Component Name
package
package
...
package
end
The digit controls whether the component is selected by default. (A
package gets selected for the optional customization stage iff it
appears in at least one selected component.)
