Greg, did you use the Athena packages to install equal-rites?
If so, then there are problems with the packages :)

Here is my problem with equal-rites:

(sidney-warlord) in /mit/warlord
Ready> rlogin equal-rites -x
This rlogin session is using DES encryption for all data transmissions.
Athena Update (???) Version 0.0A Mon Jan 1 00:00:00 EDT 0000
Can't open /var/athena/attachtab.lock: Permission denied
quota: aborting
login: no shell: /afs/sipb/project/tcsh/tcsh: No such file or directory
Connection closed.
