First pass comments on new package layout

I took a glance at Aaron's suggested layout and came up with
these points...
* How about emacs-19.34? it might be nice to standardize
versions across Athena platforms. Also, maybe have an option
not to install the .el files.
* Do we really need to provide dvips as an Athena package? (Isn't
there a workable RPM? Likewise for mf, postscript
* moira -- maybe want the newest clients (perhaps for security
reasons)? Ask danw.
* Ensure named stuff works happily with whatever version of BIND
ships with 4.3.
* misc --- how about these packages?
