I don't have a whole lot of stake in what SIPB-Athena installation
looks like, but there's a bit of confusion going on here:

Please don't equate "on the network" with "using AFS".  AFS performs
exceedingly poorly over a slow link.  On my Tether account, it takes
several times longer to retrieve files over AFS than it does over,
say, HTTP.
