Linux is by no means the only platform for which sipb-new is
deficient.  /afs/sipb/project/sipb-new/doc/missing-progs lists 19
programs which haven't been rebuilt at all for sipb-new and isn't even
comprehensive.

Of the remaining software on your list, I'd say that dvips and xdvi
are the most significant as they are not installed anywhere else for
Linux on Athena.  Bert was supposed to put them in the newtex locker
on all platforms during his update of that locker, but that update
apparently halted several months ago.
