New Linux-AFS and NetBSD-AFS distribution location available

The new distribution location for Linux-AFS and NetBSD-AFS is
/mit/afsuser/sipb-dist. Same permissions as before.
This is in a replicated volume which is not on the auto-release list,
so Derek or John Kohl will need to contact someone in afsdev (probably
me) to get the volume released when they make a change. If this
becomes a noticeable problem, we can create a separate read-write
volume for it.
I've updated the pointer in /mit/linux/packages. sit or fubob should
update iLinux and get copies made.
