Add a proper $initdir/.cshrc source'ing to /etc/csh.login
OR
Add a proper default .cshrc file to /etc/skel to be used by adduser
OR
Just say: here are the lines/files you need to source to make
everything work (add, PATH, MANPATH, etc...).
