zwgc startup problems

For some reason, when I run zwgc from host A, it doesn't register my
location, and I must do a "zctl hide; zctl wg_startup" to be locatable.
What's strange is I can run the exact same binary on host B (with the
same zwgc.desc file, and so on) and I'm immediately locatable: no need
to run zctl. My home directory is the same on both machines.
The only difference I can think of is that zephyrd is running on B and
not on A.
In both cases, zephyrd's log files show the same messages when I run
zwgc on host A and on host B.
Has anyone seen this (or something like it) before?
