.exe not working from shortcuts, no images by .exe icons,

Has anyone seen this before?
NT WKS 4.0 SP3 machine
icons no longer appear by .exe programs.
double clicking on shortcuts that point to .exe do not work.
shortcuts to .com files do work.
i cannot open the individual control panels from the icons
start->run->.exe work.
i am thinking that the problem may be something in the execution priority
being corrupt, but not sure.
any ideas?
