The answers I have for you are nothing terribly innovative, but, since you
didn't mention that you'd considered them, I'll assume you didn't. :-)

Inquire in advance to see whether they plan to have food you can eat; if
they will not present vegan/vegetarian options, bring your own. Or if you'd
feel less awkward not eating than bringing your own food to the picnic,
prepare your own food and eat it beforehand so you're not hungry.

Barring that and being stuck in the situation you were in:

Make a pseudosandwich with a plain hotdog/hamburger bun and mustard and
veggies. If no veggies, just a plain bun. Think of it as a dinner roll.
