The incremental update did three things it did not need to do:
. removed "nonstandard" files
. changed ownership/permission on terminal devices in /dev
. removed /etc/Xibm
None of these are appropriate if track is not being run.
Also, the update process unconditionally changes the mode of /usr/vice/cache.
This should only be done when updating from a version that had the cache
directory mode 755 by default (or possibly if $PUBLIC = true).
