Various websites suggest that adding the following to the system-wide  
gtkrc will solve the problem:

gtk-print-backends = "file,lpr"

However, I could not get that to work for me (either with /etc/gtk-2.0/ 
gtkrc or /etc/athena/gtk-2.0/gtkrc).
