URGENT: Users can't print from Firefox 3 on 9.4.51

I and other users are unable to print from Firefox 3 on 9.4.51. The
printer "list" only contains "Print to File" and provides no way to add
another printer. It appears to use CUPS. If I turn on cups, and tell it
to browsepoll cups.mit.edu, I get a list of printers in the FF3 dialog.
However, turning on CUPS causes cups to generate /etc/printcap in an
incompatible format, and breaks lpr.
This is a problem. What should we do?
