I added this to the desupport section of the technical plan:

* If a .tcshrc file is present in a user's home directory, it will be
  executed instead of .cshrc; this is the standard tcsh behavior.  In
  Athena 9.4 it is executed in addition to .cshrc.

Something similar should be added to the notes on athena10.mit.edu.
The practical upshot is basically "if you have a .tcshrc file you
should feel old and then get rid of it."
