Rereading this, I don't understand "the biggest empty space... not on
top of the window I am using". If it's an empty space, isn't it
"not on top of the window I am using" as a matter of course?

Incidentally, Metacity does use first fit to place windows if it can,
and then resorts to a cascade if it can't.
