I found the default font sizes in 9.4 too small so I used Gnome Control
center to bump them all up a notch.
GNOME terminal, and all ALMOST all of Evolution obeyed the new
parameters. The text box to compose mail, however, is stuck at the
small size.
Using the "Settings" tool inside Evolution to set Evolution's font size
to ignore all other applications and use its own DOES affect the message
composition text box.
I presume that there's a chunk of inheritance code that someone forgot
to include in the management of that one widget.
